Most dual action polishers will have the option to buy a smaller backing plate, say 3", for use on the bike panels.

I personally would clay the area, wipe dry, then use Isopropyl alcohol to clean off any remaining residue.

Since your starting with a new wheel and tire, keep it clean! Meguiar's All Purpose Cleaner should do the trick. Use something like the Ceramic Spray
